Sixty-day grace period A for-profit organization that first exceeds five production users may continue its internal production use for 60 consecutive calendar days from the date it first exceeds that threshold. After that period, it must obtain a separate commercial license or bring its use within the five-user rolling 30-day limit before continuing production use under this grant. The grace period is available once per organization; it does not restart when the user count falls and rises again, on a new installation, or on a new version. This grace period applies only to exceeding the five-user threshold. It does not grant permission for otherwise excluded government or hosted-service use. 4. Hosted services Except for the public-university exception below, this grant does not permit providing the Licensed Work's functionality as a hosted service to third parties, whether for a fee or without charge, regardless of the provider's size, user count, or nonprofit status. Such production use requires a separate commercial license. Public-university exception: A government-operated public university may host and provide the Licensed Work's functionality to anyone, including its own students and staff, outside individuals, and outside organizations, without a commercial license and without a user-count limit. Anyone may make production use through that university-hosted service without a commercial license under this grant, regardless of their affiliation or organization type. This exception covers the university's hosting and use through that service; it does not exempt independently operated deployments of outside organizations. Other qualifying schools and nonprofit universities may provide access to their own students and staff for internal educational and administrative purposes. Their hosting for outside organizations remains subject to the hosted-service restriction. Hosting on cloud infrastructure for an organization's own internal use does not by itself constitute a hosted service to third parties. 5.
